Learn More About the Programs of Ontario

The Province of Ontario offers different programs to qualify for a nomination. If you have the right skills, professional experience, and education, you might be eligible to apply! 

​

There are two main pathways: the employer job offer category (you must have a job offer from an employer) and the human capital category (You do not need to have a job offer). 

 

 

The Employer Job Offer Category

​

Foreign Worker Stream

​

Note: This stream is open to foreign workers in and outside of Canada.

​

Eligibility to apply (Worker) - Part I

​

  • You must have a job offer in an occupation that falls under NOC 0, A or B. 

  • You must have two years of paid full-time work experience for the same occupation of your job being offered in Canada within the 5 years prior to submitting your application. 

  • You must have the proper license if your job requires one. 

  • You must show your intention of residing in Ontario. 

  • If you apply within Canada, you must have a valid legal status (a visitor record, study permit, or work permit).

Eligibility to apply (Your Employer) - Part II

​

  • Your employer must have been in an active business for at least the past 3 years. 

  • Your employer must have business premises in Ontario. 

  • Your employer must demonstrate that enough effort was made to recruit a Canadian citizen or a permanent resident prior to offering the position to you (this only applies if you are currently living outside Canada or working outside of Ontario)

  • Your employer's business must have a minimum of $1,000,000 in total gross annual revenue (if located in the greater Toronto area) or a minimum of $500,000 in total gross annual revenue (if located outside of the greater Toronto area).

  • Your employer's business must have at least 5 full-time employees who are Canadian or Permanent Resident who work at the same location that you will work (if located in the greater Toronto area) or 3 full-time employees who are Canadian or Permanent Resident (if located outside of the greater Toronto area).

  • Your employer must make an application for the approval of an employment position.

International Student Stream

​

Note: This stream is open to international students in and outside of Canada.

​

Eligibility to apply (International Student) - Part I

​

  • You must have a job offer in an occupation that falls under NOC 0, A or B. 

  • You must have graduated from an eligible Canadian Institution and be awarded a degree or diploma that takes at least two years to complete if you study on a full-time basis, or a degree, diploma or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement

  • You must have the proper license if your job requires one. 

  • You must show your intention of residing in Ontario. 

  • If you apply within Canada, you must have a valid legal status (a visitor record, study permit, or work permit).

  • You must apply within 2 years of the date you graduated.

Eligibility to apply (Your Employer) - Part II

​

  • Your employer must have been in an active business for at least the past 3 years. 

  • Your employer must have business premises in Ontario. 

  • Your employer must demonstrate that enough effort was made to recruit a Canadian citizen or a permanent resident prior to offering the position to you (this only applies if you are currently living outside Canada or working outside of Ontario)

In-Demand Skills Stream

​

This stream gives foreign workers with a job offer in specific in-demand occupations, such as in agriculture, construction, trucking, or personal support work, the opportunity to apply to permanently live and work in Ontario.

​

Eligibility to apply (Worker) - Part I

​

  • You must have a full-time job offer in one of the following positions: 

    • NOC 3413 - nurse aides, orderlies, and patient service associates

    • NOC 4412 - home support workers and related occupations, excluding housekeepers

    • NOC 7441 - residential and commercial installers and servicers

    • NOC 7511 - transport truck drivers

    • NOC 7521 - heavy equipment operators (except crane)

    • NOC 7611 - construction trades helpers and labourers

    • NOC 8431 - general farm workers

    • NOC 8432 - nursery and greenhouse workers

    • NOC 8611 - harvesting labourers

    • NOC 9462 - industrial butchers and meat cutters, poultry preparers and related workers

  • You must have at least 9 months of full-time paid experience in Ontario in the same in-demand occupation as your job offer. This work experience must have been gained within the three years prior to submitting your application. 

  • You must have the proper license if your job requires one. 

  • You must show your intention of residing in Ontario.

  • You must take an English or French exam and score at least CLB 4 or higher. 

  • You must have a Canadian secondary school (high school) diploma or credential, or its equivalent in another country.

  • You must have enough money to support yourself and your dependent family members when you settle in Canada

Eligibility to apply (Your Employer) - Part II

​

  • Your employer must have been in an active business for at least the past 3 years. 

  • Your employer must have business premises in Ontario.

If you determine that you are eligible in one program under the Employer Job Offer Category, you might be eligible to apply for nomination through the province of Ontario. Once you received your positive nomination, you will need to apply for permanent resident status under the Federal Provincial Nominee program.

The Human Capital Category

​

The human capital category has two sub-categories, the international graduate streams, and Ontario’s Express Entry streams.

The Ontario's Express Entry (3 programs)

​

French-Speaking Skilled Worker Stream

​

Note: this program gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario.

​

Eligibility to Apply

​

  • You must be eligible under the Canadian Experience Class or the Federal Skilled Worker Class program under Express Entry.

  • You must have a Canadian bachelor’s, master’s, or Ph.D. degree or its equivalent in another country.

  • You must have scored at least CLB 7 on a French-language test.

  • You must have scored at least CLB 6 on an English- language test.

  • You must have enough money to support yourself and your dependent family members when you settle in Canada.

  • If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit).

  • You must show your intention of residing in Ontario.

Human Capital Priorities Stream

​

Note: this program gives foreign workers with the required skilled work experience, language abilities, and education the opportunity to apply to permanently live and work in Ontario.

​

Eligibility to Apply

​

  • You must be eligible under the Canadian Experience Class or the Federal Skilled Worker Class program under Express Entry.

  • You must have experience in an in-demand occupation. 

  • You must have a Canadian bachelor’s, master’s, or Ph.D. degree or its equivalent in another country.

  • You must have scored at least CLB 7 on an English or French test. 

  • You must have enough money to support yourself and your dependent family members when you settle in Canada.

  • If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit).

  • You must show your intention of residing in Ontario.

Skilled Trades Stream

​

Note: â€‹This program gives foreign nationals with Ontario work experience in eligible skilled trades the opportunity to apply to permanently live and work in Ontario.

​

 Eligibility to Apply

​

  • You must be eligible under the Federal Skilled Trades program under Express Entry

  • You must have one year of trade experience in Ontario.

  • You must have a valid certificate or license if you are working in a compulsory trade.

  • You must be living in Ontario and hold a valid work permit at the time you apply.

  • You are not required to have a job at the time you apply.

  • You must have scored at least CLB 5 on an English or French test. 

  • You must show your intention of residing in Ontario.

  • You must have enough money to support yourself and your dependent family members when you settle in Canada.

If you determine that you are eligible in one program under the Ontario's Express Entry Category, you might be eligible to apply for nomination through the province of Ontario. Once you received your positive nomination, you will receive an additional 600 points under your Express Entry Profile.

The International Graduate Streams (2 programs)

​

Note: these two programs are for Master and Ph.D. holders who graduated from a university in Ontario.

Master Graduate Stream

​

Note: this program gives international graduates with an Ontario master’s degree the opportunity to apply to permanently live and work in Ontario.

​

Eligibility to Apply

​

  • You must have completed a master's degree. 

  • You must have scored at least CLB 7 on an English or French test. 

  • You must have enough money to support yourself and your dependent family members when you settle in Canada.

  • If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit).

  • If you are residing in another province of Canada, you are not eligible under this stream.

  • You must show your intention of residing in Ontario.

  • You must apply within two years of graduation.

Ph.D. Graduate Stream 

​

Note: this program gives international graduates with an Ontario Ph.D. degree the opportunity to apply to permanently live and work in Ontario.

Eligibility to Apply

​

  • You must have completed a Ph.D. degree. 

  • You must have scored at least CLB 7 on an English or French test. 

  • You must have enough money to support yourself and your dependent family members when you settle in Canada.

  • If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit).

  • If you are residing in another province of Canada, you are not eligible under this stream.

  • You must show your intention of residing in Ontario.

  • You must apply within two years of graduation.
